Mass Meeting of the Rockbridge Area Republican Committee Members
of the Republican Party of Virginia

As Chairman of the Rockbridge Area Republican Committee (RARC), and pursuant to the Plan of Organization of the Republican Party of Virginia and as recommended and directed by the Committee, I, Douglas N. Smith, do hereby issue this call for a Mass Meeting to be held at Parry McCluer Middle School, 2329 Chestnut Avenue, Buena Vista, VA 24416, starting at 10:00 a.m. EST on March 28, 2020. Registration begins at 9:00 a.m. The Mass Meeting is being held for the following purposes:
- Electing a Unit Chairman.
- Electing up to 320 Delegates (Rockbridge County — 235; City of Buena Vista — 55; City of Lexington — 30); and an equal number of Alternates to the District Convention of the 6th Congressional District, to be held on May 30, 2020, at Central High School, 1147 Susan Avenue, Woodstock, VA 22664, beginning at 10:00 a.m. (open for registration at 8:00 a.m.) for the purpose of:
a. Electing three (3) National Delegates and three (3) National Alternates from the Sixth Congressional District of Virginia to the Republican
b. Nominating one (1) Elector from the Sixth District Congressional District of Virginia to be voted for in the presidential election on
November 3, 2020.
c. Electing a Chairman for the Sixth Congressional District of the Republican Party of Virginia.
d. Electing three (3) Regional Vice Chairmen for the Sixth Congressional District of the Republican Party of Virginia.
e. Electing three (3) members to the State Central Committee from the Sixth Congressional District.
- Electing up to 320 Delegates and an equal number of Alternates to the State Convention, to be held on May 1-2, 2020, at the Greater Richmond Convention Center, 403 N. 3rd Street, Richmond, VA 23219, beginning at 2:30 p.m. on May, for the purpose of:
a. Binding Virginia Delegates to the 2020 Republican National Convention as to their choice for President on the first ballot by a Presidential
b. Electing 12 At-Large Delegates (“National Delegates”) and 12 At-Large Alternates (“National Alternates”) to the Republican National
Convention to be held on August 24-27, 2020, at the Spectrum Center, Charlotte, NC (or its alternate site) – the “National Convention.”
c. Nominating two Electors At-Large to be voted for in the presidential election on November 3, 2020.
d. Electing a State Chairman.
e. Nominating a National Committee man and National Committee woman.
f. And for the transaction of such other business as may properly come before the Convention.
Qualification for Participation
All legal and qualified voters of Rockbridge County, City of Buena Vista and City of Lexington under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia participate in this Mass Meeting, subject to the provisions in Article I of the Plan of Organization.
Mass Meeting participants must present one of the forms of identification listed in Title 24.2-643 of the Code of Virginia in order to participate.
Participants may pay a voluntary registration fee of $10.00. Checks made payable to Rockbridge Area Republican Committee.
Candidates for election or nomination at this Mass Meeting shall file the Rockbridge Area Republican Committee Official Filing Form with Jan Lowry, RARC Secretary, by e-mail at email@example.com, or to P.O. Box 1101, Lexington, VA 24450, or by physical delivery to 209 S. Main Street, Lexington, VA 24450. The Official Filing Form must be received by the deadline; postmarks are not evidence of receipt by the deadline.
Military Members as Delegates
Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marines, or Coast Guard currently serving on active duty) who comply with these filing requirements shall not be required to be elected, but shall be declared delegates pursuant to Article VIII, Section H, of the PLan of Organization of the Republican Party of Virginia.
Military Member delegates or alternate delegates who are unable to attend the convention in person due to obligations of their official military orders, shall have their votes cast within their unit delegation according to candidate preference ballots. Instructions regarding the casting of candidate preference ballots are available in the Call for the Convention, which is available on the website of the Republican Party of Virginia https://virginia.gop/.
If not more than the number of persons to be nominated or elected shall file for any office, then such properly filed persons shall be declared nominated or elected as the case may be, and no election will occur for that office. Should all elections be cancelled, the Mass Meeting will also be cancelled. A notice of cancellation will be posted on the website of the Republican Party of Virginia https://virginia.gop/, the 6th District Republican Committee http://www.sixthdistrictgop.org/, and the website of RARC https://rockbridgegop.com/.
This Call shall be posted on the website of the Republican Party of Virginia https://virginia.gop/, the 6th District Republican Committee http://www.sixthdistrictgop.org/, and the website of RARC https://rockbridgegop.com/, and distributed through MailChimp. RARC waived the newspaper publication requirement by two-thirds vote.
